The backwards cycle - O ciclo do atraso

I am very curious about the correlation between a backward, impoverished country, and the roguish mindset of its people.
The story is always the same, as it seems: a corrupt government, building falling apart, bad public services, low wages, high cost of living, etc. And people backstabbing each other, trying to take advantage of everyone, interested in the opportunities chaos offers, individualistic, considering everybody as a fool to be fooled.
I honestly don't know. Is the horrible conditions of the country that encourages its inhabitants to find dishonest solutions? Or perhaps it is its people and their tiny sigh that prevents a country to grow, find its way towards progress, attract tourist money, make long lasting investments that will become a step up on their ladder?
Maybe it's both: they are not one the cause of the other, but both consequence of something else.
Or maybe they are feeding each other into a constant cycle of just making things worse for everybody.
It seems hard to get out of such situations where the government can't really do nice things, as people will ruin it, and the people can't really act properly, as their government will flatten them down.


Fico muito curioso sobre a correlação entre um país atrasado e empobrecido, e a mentalidade malandra de seu povo.
Me parece ser sempre a mesma história : um governo corrupto, as construções caíndo aos pedaços, péssimos serviços públicos, salários baixos, alto custo de vida, etc. E as pessoas passando a perna uns nos outros, tentando se aproveitar de todo mundo, interessados nas oportunidades que o caos oferece, individualistas, achando que todo mundo é idiota a ser enganado.
Sinceramente não sei. São as péssimas condições do país que incentiva seus habitantes a encontrarem soluções disonestas? Ou talvez é seu povo e sua visão minúscula que impede um país de crescer, encontrar o caminho para o progresso, atrair dinheiro com o turismo, fazer investimentos duradouros que serão um degrau em sua escada?
Talvez seja ambos: eles não são um a causa do outro, mas ambos consequência de outra coisa.
Ou talvez eles estejam se retroalimentando num ciclo constante de só deixar tudo pior para todo mundo.
Me parece difícil de sair de tais situações onde o governo não pode verdadeiramente fazer algo bom, pois o povo arruinaria, e o povo não pode realmente agir correctamente, pois o governo os achataria.
